Background and Legal Challenge
- The recruitment process for the post of Assistant District Attorney (Group-B) has had a contested history.
- The original advertisement — Advertisement No. 18 of 2025 — was published on 08.08.2025 along with the prescribed syllabus. Several candidates challenged the syllabus before the Punjab and Haryana High Court by filing writ petitions.
- The Single Bench, vide order dated 17.10.2025, disposed of these petitions and quashed both the announcement dated 08.08.2025 and Advertisement No. 18 of 2025.
- The Commission challenged this order by filing LPA No. 3171 of 2025 along with six connected appeals. The Division Bench of the High Court disposed of these appeals vide order dated 23.04.2026, modifying the Single Bench's judgment and permitting the Commission to proceed with recruitment — subject to the condition that a revised three-phase/tier selection process be adopted.
- The High Court further directed that the modification to the selection process is confined exclusively to the post of Assistant District Attorney and shall not be treated as a precedent for any other recruitment process.
Revised Selection Process
As directed by the High Court, the recruitment will now be conducted in three phases:
Phase 1 — Screening Test (Qualifying):
- Objective-type multiple choice questions
- Minimum 50% questions from the field of law (Civil Law and Criminal Law topics)
- Remaining questions from general topics as specified in the original advertisement
- Qualifying in nature only — marks will not be counted in the final merit
- Candidates scoring a minimum of 25% marks will be eligible for Phase 2
- Candidates called for Phase 2: up to 10 times the number of advertised posts (i.e., up to 2,550 candidates), along with any bracketed candidates
Phase 2 — Subject Knowledge Test:
- As per the patterned examination; remains unaltered from the original advertisement.
Phase 3 — Interview/Personality Test:
- As per the patterned examination; remains unaltered from the original advertisement

Conclusion
The HPSC Assistant District Attorney Screening Test 2026 is scheduled for 21 June 2026, following a High Court order that modified the original recruitment process into a three-phase structure. Candidates who applied under Advertisement No. 18 of 2025 must now prepare for an objective-type Screening Test with a strong focus on law subjects — a minimum of 50% questions will be drawn from Civil and Criminal Law topics. Those who clear the 25% qualifying cutoff will advance to the Subject Knowledge Test, where the real merit battle begins. With 255 vacancies and a competitive field, thorough preparation across both legal and general subjects is essential from this point forward.
